程道信主任畢業於淡江大學水利工程學系,79年8月進入本局南工處服務,參與過新店線古亭站、萬隆站、景美站、大坪林站及新店機場之興建,新店線之通車,他投注了相當心力。目前程主任負責新莊線民權西路站到忠孝新生站(不含)區段標工程,已順利完成屬高風險之8次潛盾隧道發進與到達作業、2段穿越建物之潛盾隧道工程,並完成穿越臺、高鐵下方六道擋土壁,以及一條長12公尺淨距之聯絡通道。20幾道難關及高風險施工作業的挑戰,他都全程在現場督工掌控,克服施工困難,使工程得以順利推展。
程主任在主辦民權西路站與淡水線民權西路站間營運與非營運區之防洪鋼鈑及RC阻隔牆期間,於防汛期前不到2個月時間,督導廠商完成相關作業,防止颱風雨季過多水量由施工區域侵入營運區段。此外,在民權東路/新生北路口潛盾隧道鑽掘至新生大排遇不明障礙物時,程主任協調相關單位謹慎研判,使潛盾機能順利穿越不明障礙物。
尤其是松江南京站至忠孝新生站間潛盾隧道穿越臺鐵、高鐵營運隧道下方及新工處共同管道之地下結構物,此段隧道堪稱臺灣潛盾隧道工程史上最艱難的隧道之一。本項施工採用由潛盾機內進行地下擋土壁前、後之地盤改良後,從僅約85×55公分之通道進入潛盾機前方狹隘的工作區間內,以人工敲除方式排除障礙,工作環境不見天日、高溫濕熱。施工期間程主任多次進入潛盾機前方瞭解狀況,隨時確認已完成部分,並與工作團隊研討後續施工因應方案。不論是開挖面漏水、軟弱粉土坍落、底部湧砂、額外的鋼套管障礙等種種惡劣的環境,他都是率先緊盯現場,奮戰了約500天,終於順利完成通過6道地下擋土壁的施工,為臺灣隧道施工史締造了新的紀錄。

Responsible and Diligent Chief of SDPO's 3rd Site Office—Cheng Dao-xin
Since the beginning of his career in the South District Project Office (SDPO) in 1990, Mr. Cheng Dao-xin, chief of the 3rd Site Office, has been engaged in the construction of Xindian line's Guting, Wanlong, Jingmei, Dapinglin stations and Xindian Depot. Mr. Cheng worked tirelessly and made an outstanding contribution to the preparation work for commercial service of the Xindian line.
Currently, Mr. Cheng is in charge of the construction of section contracts for
the Xinzhuang line from Minquan W. Rd. Station to Zhongxiao Xinsheng Station
(excluded). Although Mr. Cheng bears a heavy burden of responsibilities, he
rarely makes any complaint. With his abundant professional knowledge in
engineering and high level computer skills, Mr. Cheng has been generating
workable ideas and creating high efficiency, which continues to establish
achievements and glory for his work.
